LAUC-I General Membership Meeting
Monday, 13 March 2000

1. Approval of Feb. 14 minutes.

• Motion to accept draft minutes: Urrizola. Seconded: Collins. Motion passed.

• Wilson reminded members that UCI Libraries will pay for cap and gown rental for librarians who want to attend graduation, per Judy Kaufman's e-mail message.

• LAUC RLF representatives chosen:
  • NRLF-Name
  • SRLF-Name
• UCOL approval of SLASIAC resolutions shared.
  • SLASIAC is investigating the viability of keeping paper backup for digital resources; plan is to use a pilot project with JSTOR to get a better sense of feasibility and costs.
  • "Continuous Strategic Planning for University-wide Library Collection Management" process recommended to evaluate the balance between individual campus collections, and between campus collections and storage.
• SLASIAC reported that Governor's budget for next year has $4 million earmarked for campus libraries' collections added to UC libraries base budget, in addition to additional money for CDL and resource sharing.
• Patsy Inouye (LAUC President) planning to attend LAUC-I meeting in future, but no definite date plans.
• UC-AFT proposal and University proposal.
  • LAUC is encouraging individual members to express opinions and respond to union representatives (for Unit librarians) and management (for non-Unit librarians) about these two proposals.
  • Question asked whether or not it would it be useful to have a meeting as a forum for discussion on these proposals? Do we know anything about the timetable?
  • Wilson noted that any LAUC-I member can arrange for a meeting to discuss issues surrounding these negotiations. The following basic rules, though, need to be observed:
    • Unit and non-Unit members cannot meet together to discuss contract negotiations.
    • Unit members should contact April Love regarding setting up meetings.
    • Non-Unit members should contact Judy Kaufman regarding setting up meetings.
  • It was noted that many of the issues under negotiation directly affect LAUC.
• LAUC sustainability piece by Kari Lucas raises the question of the viability of having LAUC in its current structure at all campuses. Statewide group will be discussing possibility of downsizing committee structures and representatives. Most of this will happen beginning this fall.
• Statewide LAUC Executive Board approved changing name of the Cultural Diversity Committee to the Diversity Committee.
• LAUC received a copy of a LAUC-SB resolution asking UCSB Academic Senate Committee on Libraries to change stance on "no new libraries." Request put forward to UCSB campus planners to put add a new library building to the 5-year plan.

• Draft election calendar in progress.
• 2000 LAUC-I Election Committee is composed of C. Palmer (chair), L. Tanji and E. Broidy.
• C. Riggs is on the statewide LAUC Election Committee (chaired by Kari Lucas). Suggestions for nominees for statewide office should be directed to her. UCI librarians are unable to run for statewide office in this election cycle because Palmer is incoming LAUC President.
• LAUC Election Committee is soliciting nominations for LAUC-I offices and standing committee representatives.
• Palmer will send members a list of open offices and committees.
• There was a brief discussion of positions and responsibilities, and a mention that the Executive Board was considering dividing up some of Secretary/Treasurer responsibilities.
• Suggestion made that we have a LAUC-I meeting early in next academic year to discuss our own organization and what we want from our involvement in it.
• There was a discussion of the role of LAUC-I appointments to UCI Academic Senate committees:
  • Enhance librarians' visibility around UCI campus.
  • Provide a rich source of information for LAUC-I on what is going on around campus.
• Palmer noted that we need to develop other mechanisms to get work of interest to membership done without an overblown bureaucratic structure ("a bureaucracy that doesn't outweigh the membership").

• Committee on Teaching (UCI Academic Senate): C. Palmer.
  • Mostly focuses on undergraduate education with some concern with graduate teaching.
  • Group of people from campus interested in teaching, includes ex officio members from many divisions.
  • Discuss campuswide efforts to highlight importance of and focus attention on teaching.
  • One of this year's issues: Evaluation of oral English skills of foreign graduate students. UCI is the only UC campus to make them pay to take a standardized test when other campuses adminster a "Speak" test locally. Committee requested that Graduate Council make this option available.
  • Committee has also tried to enhance the use of the campuswide teaching evaluation form. Form is in the schedule of classes and use of it provides the ability to do comparative and longitudinal evaluations of teaching at UCI.
• Committee on Planning and Budget (UCI Academic Senate): J. Gelfand.
  • Workhorse committee; meets weekly for 2-3 hours.
  • Currently dealing with decline in foreign students, especially in sciences, largely because of financial aid packages that are offered.
  • Also dealing with what kinds of graduate programs UCI should have as the campus grows through working with Academic Planning Group established by Chancellor, holding hearings on the academic growth plan for UCI.
  • Has also had briefings on growth and development of Merced campus: slow but promising progress that will begin accellerating after this spring.
  • Budget survey: monitors activities and working relationships of planning and budget committees across the UC campuses.
• Committee on Courses (UCI Academic Senate): C. Womack.
  • Monthly meetings.
  • Reviews new courses and changes to existing courses in UCI course catalog.
  • LAUC-I representative is responsible for letting bibliographers know what new courses will be coming so that the library can have appropriate resources lined up.
• Research and Professional Development (LAUC statewide): P. Manaka and C. Palmer.
  • Distribute annual monies available from UCOP for librarians' research projects, on the basis of two annual calls for proposals.
  • Deals with process issues and issues regarding actual distribution of the money.
  • UCI representative ondering how to motivate UCI librarians to put forward proposals for money.
  • Guidelines and timelines are all available on UCOP web site.
  • Committee considering a proposal to consolidate to one call for proposals per year instead of two.
  • Committee planning to make model proposals available on a web site for interested UC librarians.
  • Some campuses also make available local grant monies in support of librarians' research.
  • Many of the proposals include a component of release time to allow for pulling together of 'product'.
  • Pilot project began in 1998 to allow use of LAUC funds to pay for a replacement for a librarian.
  • Current year funding: $30,810.00 made available, of that $21,801.00 is mandated to LAUC for Unit members, UCOP throws in extra $9,000.00 for funding of projects by non-Unit members.
  • Need to think about sustainability of this mode of funding for future, especially with the amount of money that is included in funding.
  • Possibility noted of LAUC-I making pitch to UL Munoff to make some local money available for support of librarians' research projects.
  • It was noted that two-step cycle was started to allow statewide committee to help revise proposals, improve methodologies, etc. to help put the best proposals forward possible.
  • LAUC-I PDC will take forward some sort of research support proposal to UL Munoff.
• Program Committee (LAUC-I): D. Anderson reporting.
  • Reserve June 9th for LAUC-I program.
  • Topic: solutions for problems that have arisen (access, storage, cataloging, etc.) because of electronic journals. Committe wants this program to be solution driven..
  • Committee soliciting suggestions for speakers.
  • Program format: 10 AM-2 PM with small lunch, 3 speaker participants, will be advertised outside of LAUC-I.
  • Professional development brown bag went successfully and was a great information-sharing opportunity.
  • PDC is planning to make available data from professional development activity reports that LAUC-I members send in.
