LAUC-I General Membership Meeting
Monday, 8 November 1999

1. Approval of Oct. 18 minutes.

• Suggestion made to add note that UL's talk was recorded.
• Motion to accept draft minutes as ammended: Collins. Seconded: Kaufman. Motion passed.

• Wilson made announcement regarding LAUC Executive Board meeting (1999-11-18) and Fall Assembly (1999-11-19), to be held at UC Santa Cruz. Wilson called for any issues from membership that needed to be brought up at LAUC EB or Assembly. None were raised.

• Yang reminded membership of call for professional development support and deadline of 1999-11-15 for first round.
• She then reported on the professional development funding picture for FY 1999/2000:
  • Total funding for year: $34,438.00
  • Base funding per librarian: $267.00 (39 unit and 10 non-unit librarians eligible for base funding this year)
  • Remaining funds for tier allocations: $21,355.00
• Yang reminded membership of the experiment this year with permitting use of base funding for software/books in support of librarians' research activities. PDC will send out a survey at end of this fiscal year as a follow up on this experiment.
• Yang also reminded membership that, while optional, the PDC would appreciate librarians sending to PDC a brief activity report after they return from a funded professional develoment activity. A proposed format for these reports was attached to the 1999-10-28 PDC call for FY 1999/2000 funding proposals. It includes the following information:
  • Name
  • Department
  • Conference/Meeting Title
  • Dates Attended
  • Conference or Meeting Highlights/Professional Significance (Optional)
  • Brief Summary of Activities/Involvement
  • Date Submitted to the LAUC-I PDC
• During discussion, members were reminded about insurance benefits of keeping good records and filling out proper paperwork prior to attending professional develoment activities; a case was cited from a state university in Virginia in which a librarian injured in an automobile accident while attending a professional conference wasn't covered by the university's insurance due to improperly filled out paperwork.
• It was also pointed out that not everyone really understands the proper pathway for professional development paperwork and that we really need a clear traveling path for forms on some sort of flow chart so everyone knows what is supposed to happen. PDC agreed to work with Library Personnel to create something like this.

• Wilson reminded members that proposals that went forward from LAUC & ULs to the Council of Vice Chancellors are available at all Libraries reference desks or by requesting a copy from LAUC-I Secretary (blandis@uci.edu).
• We are awaiting announcement from Kari Lucas about outcome of 1999-10-29 COVC meeting at which the proposal was discussed for the second time.

• Kaufman explained AdTeam's goal in drafting this plan (plan distributed to members via e-mail and on LAUC-I web page prior to meeting).
• She then walked members through the plan.
• Kaufman asked for comments/feedback from members prior to finalization by AdTeam.
• Informal notes on the ensuing discussion that are not part of the minutes are available.

• Basic ground rules:
  • Union deals with all things relating to terms/conditions of employment for librarians; this is a matter of collective bargaining.
  • Inappropriate for discussions of terms and conditions of employment at a university meetings (e.g., LAUC-I meeting).
• Informal notes on the ensuing discussion that are not part of the minutes are available.

• Rochelle Minchow will serve the final year of Judy Kaufman's term on the Academic Senate Council on Rights, Responsibilites and Welfare.
• Carol Womack will serve a two-year term on the Senate Action Committee on Courses.

• Council on Planning and Budget (Gelfand).
  • Met with EVC Lillyman.
  • Proposals invited for new academic programs.
  • Hiring new faculty to support enrollment growth.
  • UCI interested in growing the graduate programs, establishing new graduate and professional schools; competing with UCSD and UCR where vice chancellors have been working aggressively to get plans to UCOP and the Regents.
  • Undergraduate education within new schools is also an important factor in planning.
• Governance Committee on Privilege and Tenure (Dooley)
  • Confidential business so can't report on specifics.
  • Generally very impressed with how committee does its business; identification and resolution of issues that arise regarding faculty contracts and peer review.
• Graduate Council (Broidy)
  • Also concerned about the undergraduate : graduate student ratio at UCI (UGs bring core funding, but graduate students present opportunities for bringing in critical research and development monies)
  • Discussion about creating graduate programs that would cross different schools at UCI.
• Action Committee on International and Continuing Education (Yang)
  • Committee hasn't met yet this year.

• Landis led discussion of update to the LAUC-I web page.
• EB has backed plan to do away with the online LAUC-I Handbook, since much of it is duplicated by links on the LAUC and LAUC-I web pages.
• Sisson pointed out function of Handbook in orienting new LAUC-I members. Kaufman noted that this function might be fulfilled with some sort of New Employee Orientation Program checklist that would insure that LAUC-I Chair walks each new librarian through same important information on the two web pages.
• LAUC-I members asked to review the new web pages and look at the old LAUC-I Handbook online table of contents to see if there are links missing on the new web pages (including the LAUC statewide web page) that should be retained. Let Landis (blandis@uci.edu) know if there are or if you have other feedback.
